DBE/SDBE Identification:

Balfour Beatty Construction will identify possible DBE/SDBE's by the use of the City of Durham's Equal Opportunity/Equity Assurance (EO/EA) database, Balfour Beatty's MWBE database and DTSC's DBE/SDBE's database.

Outreach:

Balfour Beatty Construction will solicit DBE/SDBE interest using local periodicals, outreach meetings in local venues, advertisements by facsimile, electronic mail, newspapers and phone calls. Balfour Beatty will also conduct follow-up meetings to insure participation as well as workshops and classes on construction topics to assist DBE/SDBE's with prequalification and bidding.

Proactive Procurement and Recruitment:

Balfour Beatty Construction will recruit more DBE/SDBE's into participating on projects by hosting project information sessions in the Durham area. A list of qualified DBE/SDBE's will be provided at pre-bid meetings for prime contractors. Bid documents will be made available for review at several locations in the Durham, RTP area.

Additional Assistance:

Balfour Beatty Construction will provide additional assistance to DBE/SDBE's to aid them with preparation of prequalification statements and proposals by helping DBE/SDBE's with interpreting bid documents, drawings and specifications

Monitoring and Reporting:

Balfour Beatty Construction will monitor and report all DBE/SDBE involvement and progress throughout the project. They will accomplish this task by reviewing and reporting DBE/SDBE awards, follow-up on DBE/SDBE progress bi-monthly, provide compliance reports to EO/EA and include EO/EA in meetings on DBE/SDBE participation.

Subcontractor Conflict Resolution:

Balfour Beatty Construction will organize a conflict resolution program to address and potential issues DBE/SDBE's might have throughout a project. A grievance forms will be submitted by DBE/SDBE's to assist DBE/SDBE's with conflicts. All DBE/SDBE's will be required to register with DTSC and be monitored on a bi-weekly basis. Completion dates and payment schedule will also be recorded and posted.
